B. Keene, Municipal Law Enforcement Officer I, provided the Committee with an update regarding Boarding, Lodging and Rooming Houses (BLR) and parking enforcement in the Georgian College area. Officer Keene discussed current standards for BLR’s including the minimum distance separation requirements and commented that investigations of illegal BLR’s are ongoing. He reminded the Committee that enforcement of parking within 1.5 m of a private driveway is complaint driven only, and not proactively enforced.
M. Beaudoin, Associate Vice-President of Student Services, Georgian College introduced K. Sutton and K. Fader, new Student Council Representatives for Georgian College.
Ms. Beaudoin advised the Committee that the College has appointed a new President and CAO.
B. Bowles, Barrie Police Services provided the Committee with an update regarding noise complaints within the Georgian College area and he provided a map noting complaints received in North End Barrie between September 1, 2011 and April 24, 2012. T. Quann-Strasser, Waste Management Co-ordinator for the City of Barrie provided the Committee with an overview of the City’s new initiatives regarding waste management services. She described the proposed Sustainable Waste Management Strategy.
Ms. Quann-Strasser advised that effective May 1, 2012, there was an increase in the cost of garbage tags from $2.00 to $3.00 in an effort to encourage participation in recycling and green bin use throughout the City. She discussed various aspects of waste management services including the removal of bulk items and the process involved when a violation has occurred or a complaint has been received concerning debris left on the boulevard or on private property.

| 2 | | | Item of Discussion | OVERVIEW OF GEORGIAN MEADOWS (STUDENT HOUSING PROJECT) - 254 PENETANGUISHENE ROAD
A. Hill, Planner for the City of Barrie provided the Committee with an overview of the Georgian Meadows Student Housing Project located at 254 Penetanguishene Road. He commented that the development will accommodate 376 students once it is completed. He provided drawings of the project showing various elevations and details of the project. He noted that the development would be comprised of six buildings containing ninety-four units of stacked town houses.
