Mayor Lehman advised that the City Council time to time has the opportunity to recognize citizens who do extraordinary things in extraordinary circumstances. Mayor Lehman introduced Isaac Kapetaneas, that Isaac’s actions saved the life of his Mother and her unborn baby.
Mayor Lehman described Isaac’s actions that contributed to saving the lives of his Mother’s and her unborn baby on November 16th, 2017. He highlighted that that morning, six year old Isaac entered his Mother’s room and found her having seizures, and that because of Isaac’s bravery and quick thinking, he located his Mother’s phone and dialed 911 to call for help. Mayor Lehman commented on Isaac’s quick response and knowledge of the 911 service that had led to the Emergency Services being able to attend quickly and take Isaac’s Mother to the hospital for the medical attention she needed.

Mayor Lehman introduced Sonja Plunkett and Denise Monkman and recognized their actions associated with saving a life of a young student while working at St. Gabriel of the Archangel Catholic School.
Mayor Lehman described the events that took place on November 27th, 2017. He highlighted that a young student at the school began to choke on an item of food from his lunch that caused him to start choking and being unable to breathe. Mayor Lehman commented that the quick response and knowledge of life saving procedures by Denise and Sonja, that they were able to initiate the appropriate lifesaving measures. As a result the student was then able to start coughing as the piece of food became dislodged, allowing him to once again breathe.

1. That the Mayor and City Clerk be authorized to execute on behalf of the City of Barrie a Transfer Payment Agreement (Agreement) with the Province of Ontario for funding under the Ontario Municipal Commuter Cycling (OMCC) grant allocated in the provincial fiscal year 2017/2018.
2. That the City of Barrie commits to implementing the projects and spending of the 2017/2018 grant funding in accordance with all provisions specified within the Agreement.
3. That the Director of Finance and Director of Engineering be delegated the authority to execute any and all additional required documentation on behalf of the City of Barrie as required by the OMCC associated with the 2017/2018 funding subsequent to the execution of the Agreement.
4. That the City of Barrie commits to providing funding equivalent to a minimum of twenty percent of the 2017/2018 funding provided to the City of Barrie under the OMCC.
5. That the funding awarded to the City of Barrie through the 2017/2018 OMCC program be allocated to the following locations:
