TMP-18815 1  Staff Report OPEN DELEGATION BY ANDRÉ CHAMPOUX REGARDING SNOW REMOVAL ON THE SIDEWALK Mr. André Champoux provided an Open Delegation regarding snow removal on the sidewalk in front of his property. Mr. Champoux explained that for the past three years he feels there have been snow clearing issues associated with the sidewalk in front of his house. He noted that the last 40 feet of the sidewalk is quite often not plowed to his satisfaction. Mr. Champoux indicated that the sidewalk snow plow has damaged the grass abutting the sidewalk and a piece of the concrete is missing. He explained that he has contacted his Ward Councillor on several occasions regarding his concerns. Mr. Champoux advised that he had e-mailed pictures of the damage to City staff and the sod has not been repaired. Mr. Champoux requested that he be reimbursed through a refund on his taxes and asked that the portion of the sidewalk and sod that is damaged be repaired. TMP-18816 2  Item of DiscussionEXOTIC ANIMAL ACTS IN A CIRCUS - COMMUNITY SUGGESTION The Community Services Committee met and discussed the memorandum from G. Allison, Director of Building and By-law Services dated April 18, 2016 concerning the Exotic Animal Acts in a Circus - Community Suggestion. Ms. McAlpine, City Clerk/Director of Legislative and Court Services explained that a community suggestion through the Community Suggestion Forum was received regarding exotic animal acts in a circus and that the suggestion received the required number of votes to initiate a memorandum from City staff. Ms. McAlpine reviewed the content of the memorandum and explained that circuses are required to have a Business Licence to operate within the City of Barrie. She noted that the Ontario Society for the Prevention of Cruelty to Animals is notified when a circus is in town and Municipal Law Enforcement staff inspect the premise. She commented that some municipalities are reviewing their current by-laws that are associated with circuses.
