| 1 | | | Item of Discussion | REVIEW OF THE TOWN AND GOWN COMMITTEE’S MANDATE, PURPOSE AND OBJECTIVES
Councillor Ainsworth provided a historical overview regarding the formation of the Town and Gown Committee and its role as an Advisory Committee of Council.
The Committee reviewed the Town and Gown Committee’s Terms of Reference for the 2014 - 2018 term and discussed the following objectives:
· To facilitate communication among constituent groups;
· To identify issues and concerns related to campus/community interaction;
· To review policies and initiatives of other municipalities for possible application in the City of Barrie;
· To increase accountability of both students and landlords to the neighbouring community;
· To investigate various alternatives/policies to address quality of life concerns for residents surrounding Georgian College; and
· To develop recommendations for General Committee consideration (through Finance and Corporate Services Committee) regarding enhancing Town and Gown relationships.

R. Osborne, Supervisor of Enforcement Services provided an update from the Enforcement Services Branch of the Legislative and Court Services Department on matters related to:
· The recruitment of summer students for Property Standards;
· Business licensing and taxi ride sharing; and
· Complaints regarding residential draining violations.
J. Forgrave, Supervisor of Enforcement Services provided an update from the Enforcement Services Branch of the Legislative and Court Services Department on matters related to:
· Sign by-laws pertaining to advertising;
· A review of the statistics concerning overnight parking infractions on City streets during the winter months;
· The recruitment of summer students for general patrol duties and for the “Ask Me” Ambassador program; and
· A new initiative involving Animal Control Officers going door-to-door in neighbourhoods to provide by-law information for dog licensing, on-street parking, etc.
