Ashlee highlighted that she has learned a great deal about the community during her time in office. She commented that it has been a great honour to represent Hillcrest Public School as Student Mayor. Owen Bartlett of St. John Paul II Catholic School thanked the Mayor and members of Council for the honour to be able to partake in the Student Mayor program. Owen highlighted that he has learned a lot about the community and how decisions are made by City Council. 17-A-126 2  Awards and RecognitionPRESENTATION TO THE RECIPIENTS OF THE ORDER OF THE SPIRIT CATCHER AND YOUTH SPIRIT CATCHER AWARD. Councillor B. Ward and Councillor S. Trotter on behalf of the Order of the Spirit Catcher Committee announced that the recipients of the 2017 Order of the Spirit Catcher and Youth Spirit Catcher Award are the highest awards presented in the City of Barrie and that the recipients were recognized at a gala held by the Barrie Community Foundation. Councillor Ward discussed the number of applications received and he noted that the contributions of those who were nominated were inspiring. He discussed the nomination process and the surprise experienced by the recipients when they are notified that they are to receive these awards. Councillor Ward described the criteria associated with the Order of the Spirit Catcher Award and the Youth Spirit Catcher Award (for ages 12 to 18). He stated that there were two candidates that stood out this year. Youth Spirit Catcher Councillor S. 17-A-127 2  Awards and RecognitionRECOGNITION OF RON STEVENS AND LYNN STRACHAN FOR THEIR PARTICIPATION WITH THE POWERSTREAM BOARD OF DIRECTORS. Mayor Lehman recognized Ron Stevens and Lynn Strachan for their participation and many years of service associated with the Barrie Hydro and Powerstream Board of Directors. He highlighted that during their time on the Boards that twenty five percent of the portion of a Hydro Bill associated with the City of Barrie portion remained the same. Mayor Lehman felt that both Ron and Lynn positioned the community for the future and he noted that their contributions on the board have served the community well. He thanked Lynn and Ron for their contributions on behalf of Mr. Nolan He commented that Ron served as Chair of the Human Resources and Compensation Committee and Lynn served as a member on the New Business Committee. Lynn expressed her appreciation to the Mayor, Members of Council and the former Barrie Hydro and Powerstream Board. Mayor Lehman called upon Ariana Nicholson, the winner of the 2017 Mayor’s Christmas Card Contest for her illustration depicting the Barrie’s Downtown at Christmastime. Mayor Lehman advised that his office received numerous submissions for the 2017 Mayor’s Christmas Contest and that Ms. Nicholson’s illustration clearly stood out depicting the magic of Barrie’s historic downtown during Christmastime. 17-A-132 2  Presentation - CCPRESENTATION CONCERNING THE RECYCLED STREET SWEEPINGS PILOT PROGRAM Dave Friary, Director of Roads, Parks and Fleet provided an introduction regarding the Recycled Street Sweepings Pilot Program. He discussed that staff were innovative in the development of the Recycled Street Sweepings Pilot Program. He noted that the program will provide a cost savings to the City together with extending the life of the Landfill site. Jacob Reid, Senior Operations Technologist provided a presentation concerning the Recycled Street Sweepings Pilot Program.
