19-A-145 2  Student/Mayor ItemCOMMENTS FROM OUTGOING STUDENT MAYOR(S) Anderson Richer, Ecole Secondaire Catholique Nouvelle Alliance provided comments on his term as Student Mayor. Anderson thanked the Mayor, members of Council for the opportunity to participate in the Student Mayor program. He highlighted his experience during his time as Student Mayor. Anderson acknowledged that he was unaware of the amount of constraints and financial pressures faced by the municipality resulting from Provincial downloading. He commented on the importance of Municipal Government and the tendency for the public to focus mainly on the other levels of government matters than those at the municipal level. Anderson acknowledged the hard work and commitment of Mayor Lehman and members of Council and that he hopes that any future Student Mayor(s) will feel the same way as he does. 19-A-147 2  Awards and RecognitionRECOGNITION OF THE 2019 SALVATION ARMY CHRISTMAS KETTLE CAMPAIGN Captain Stephanie Watkinson, Executive Director of the Salvation Army, Barrie Bayside Mission thanked members of City Council for the opportunity to address Council concerning the Christmas Kettle Campaign. She discussed the services that the Salvation Army provides. Captain Wilkinson provided the details of the Kettle Campaign and she advised that there are many kettles throughout the City of Barrie. She indicated that the Salvation Army kicked off their Christmas Kettle Campaign on November 13, 2019 with a projected fundraising goal of $575,000. Captain Watkinson advised that the Salvation Army has piloted a new technology program by offering debit and credit options at a couple locations in Barrie. Captain Watkinson highlighted that the Salvation Army Barrie Bayside Mission receives their funding from the County of Simcoe and Provincial Government as well as community donations to support their services. Morales declared a potential pecuniary interest as the foregoing matter could impact him personally in regards to possibly qualifying for the grants proposed in the Community Improvement Plan.
