Banfield, Director of Development Services and M. Gallagher, Zoning Officer provided an update regarding the Official Plan and Zoning By-law Amendments to permit second suites in the Georgian Neighbourhood Study Boundary Area. She discussed the implementation plan and timelines associated with the proposed changes to permit second suites in the Georgian Neighbourhood. Ms. Banfield advised that she will circulate a draft of the Second Suites Declaration and Implementation Plan to the Committee for their feedback. Members of Committee provided their feedback to Ms. Banfield and Mr. Gallagher and received responses from City staff. The Committee agreed to invite staff from Development Services to the next meeting to further discuss the Second Suites Permissions in the Georgian Neighbourhood.Received  Action details Not available
TMP-25434 2  Discussion ItemDISCUSSION REGARDING A NON SMOKING POLICY AND THE IMPACT ON NEIGHBOURS Councillor Riepma advised that the Cook Street residents that neighbour the College property are still having issues with smokers congregating beside or in front of their homes. Calvano provided an update on the College’s approach to discourage students from smoking near the Cook Street properties such as encouraging students to go out to Georgian Drive, educating the students to be respectful of the neighbouring properties and offering homeowners the option of having Georgian College staff to periodically attend the locations to clean-up debris.Received  Action details Not available

Cardwell advised that volunteers with the Barrie East-End Homeowners Association (BEEHA) held a clothing drive in order to have gently used clothing to be available for distribution to students during the winter orientation session. The Committee discussed their concerns related to a crosswalk near Blake Street and Johnston Street. J. Forgrave, Supervisor of Enforcement Services provided an update on the enforcement of winter control in the City. He explained that as of December 2, 2020 there have been 5300 parking tickets issued city-wide and that approximately 40 percent of the parking tickets were issued to residents in the Georgian College neighbourhood area.Received  Action details Not available
