Darren Roskam provided an Open Delegation to City Council regarding the Cultural Grants Program. He commented that he does not believe it is fair to other artists and taxpayers that someone working for the City as a contractor is eligible to apply for the Cultural Grants Program. Mr. Roskam stated that he understands that other companies do not permit employees to compete for prizes they offer. He suggested that City Council alter the process to disallow any City employee or person working as a contractor for the City from applying for a cultural grant. Mr. Roskam concluded by noting he had a few other recommendations regarding the program that he would provide separately.
