K. Brislin, Senior Policy Planner provided an overview of Staff Report PLN003-12 regarding the Application for a Zoning By-law Amendment submitted by Mofan Holdings Inc. for 141-149 Welham Road.  Ms. Brislin explained the types of uses permitted within an EM3 zoning category and outlined the rationale for the changes to the zoning categories implemented through By-law 2005-275.  She observed that commercial uses are easier to site than industrial uses due to the greater number of zoning categories that permit commercial uses.  Ms. Brislin noted that it is staff’s opinion that approving the zoning application will allow more commercially oriented, non-industrial uses to be developed in an area of lands which were intended for more traditional industrial uses, undermining By-law 2005-275.
