Dawn McAlpine, General Manager of Community and Corporate Services provided a presentation concerning a Community Safety and Well-Being Plan (CSWB) Overview.

 

Ms. McAlpine discussed slides concerning the following topics:

 

                     An overview of the Provincial Legislative Framework related to CSWB Plan;

                     The Legislative Framework related to content of the plan, publication, implementation and monitoring;

                     The Development Process of the 2021 to 2024 Plan;

                     The 2021 to 2024 Plan - Risk Factors;

                     The four areas of the current plan which are:

o                     A Safer Barrie by Working Together;

o                     Connected Communities are Safe Communities;

o                     Safety for everyone; and

o                     Prepared and Protected.

                     The 2021 to 2024 Plan action items and status update;

                     The next steps in the review process for the plan;

                     The following potential data examples to assist with the plan:

 

 

o                     Barrie Police Service Community Safety Data Portal - July 8, 2024;

 

o                     2023 BPS Barrie Community Safety Survey;

o                     Statistics Canada - Crime Severity Index;

o                     Statistics Canada - Housing Affordability ;

o                     Statistics Canada - Experiences of discrimination among Black population;

 

o                     Statistics Canada - Experiences of discrimination among Indigenous population; and

o                     Statistics Canada: Intimate and Non-Intimate partner violent crimes.

                     The 2024 CSWB Plan status update - June 2024 related to homelessness;

                     The statistics from Public Health Ontario (SMDHU) outlining opioid related morbidity and mortality 2022 to 2023;

                     The statistics from the Barrie Health Accord related to 2023 Community Wellbeing Signals; and

                     The statistics from the Simcoe Muskoka District Heath Unit Dashboard related to self harm and suicide, alcohol caused emergency department visits, opioid deaths and adult and youth mental health.

 

Members of Committee asked a number of questions of City staff and received responses. 

 

 

 

 

Greg Ferguson, Chair and Dawn McAlpine, General Manager of Community and Corporate Services will work together to compile a list of questions related to the CSWB Plan and forward to them to Committee members for feedback.
