RECOMMENDED MOTION
That the names Alpine, Chappel, Cochrane, Equine, Fagan, Galloway, Helmsley, Hughes
Kneeshaw, Mabern, Maltese, McAush, Shepherd, Pope, and Walker be added to the list of
available pre-approved street names in the City of Barrie.
2. That the Mayor and City Clerk be authorized to execute a by-law to rename and renumber the
municipal addresses for those properties within the 2010 annexed area described in Schedule B
to Staff Report IDCOO2-1 1 and the affected property owners be notified in writing.
PURPOSE & BACKGROUND
3. The municipality provides a service to the community by assigning unique municipal addresses
for each property. This service primarily assists our emergency service providers (police, fire and
ambulance) to locate a specific property as quickly as possible. This service also provides a
system to identify and locate properties for the convenience of family, friends, customers, clients,
delivery companies, postal services, etc.
4. To maximize the benefit of a municipal addressing system, road names should be uniquely
different to avoid confusion and the numbers should be predictable by being sequentially
progressive with even numbers on one side and odd numbers on the other side.
5. On January 1, 2010, a portion of the Town of lnnisfil was annexed to the City of Barrie under the
Barrie-Innisfil Boundary Adjustment Act 2009. There are several existing roads in the 2010
annexed area. (See Appendix A).
6. Unfortunately, the existing municipal addresses within the 2010 annexed area do not coincide
with Barrie's addressing system. This may increase the risk of response delays for our

7. To provide high quality emergency service responses, staff are recommending changes to
several road names and the assignment of new municipal numbers within the 2010 annexed
area.
ANALYSIS
8. The following roads within the 2010 annexed area are extensions of existing roads within the City
of Barrie and bear the same name. No name change is necessary for these roads.
Big Bay Point Road
Essa Road
Lockhart Road
Salem Road
St. Paul's Crescent
Yonge Street
9. The following roads within the 2010 annexed area are extensions of existing roads within the City
of Barrie and bear a different name. Staff are recommending the road section within the 2010
annexed area be renamed.
Mapleview Drive be renamed to Mapleview Drive East
5th Sideroad be renamed to Veteran's Drive
10th Sideroad be renamed to Huronia Road
10. The 10th Line runs east-west including a bridge over Highway 400. To distinguish this section of
road within the 2010 annexed area from the continuation of the road through Innisfil, staff are
recommending the road be renamed.
11. Where the 10th Line crosses through Stroud, the road is named Victoria Street. Unfortunately
there already exists a Victoria Street in Barrie, precluding the use of that name for the 10th Line
through Barrie.
12. Council policy 41.17 as amended on February 22, 2010 requires staff to follow a prescribed
process to name new roads. Staff have used the same process to recommend a new name for
the existing 10th Line.
13. In accordance with Council policy 41.17 a list has been established for potential names for new
roads using the following categories.
a) Names honouring those who have served their country or given their life in public service.
b) Names honouring individuals for community services, local historical reasons, national
reasons or international reasons.

14. Due to the recent annexation, staff contacted the Innisfil Historical Society to obtain names of
significance to the 2010 annexed area. They provided several names from the 1873 Gazzetteer
and the 1910 Assessment Roll of taxpayers in the 2010 annexed area between the 10th Sideroad
and the 20th Sideroad. A public open house was also held for the area residents on May 26th
2010 regarding the potential changes to municipal addresses. All names submitted were then
vetted through our emergency service providers to ensure no names were duplicated nor had the
potential to be similar to other road names in Barrie and surrounding municipalities.

As a result of this process, staff are recommending the following names be added to the City's list
of potential names for new roads within the 2010 annexed area.

Cochrane Hughes Pope
Equine Kneeshaw Shepherd
Fagan Mabern Walker
The elected Councillors for Wards 7 and 8 were contacted to obtain their recommendations for
the renaming of the 10th Line within the 2010 annexed area. Both have recommended to rename
the road McKay Road.
McKay was added to the list of names for new roads by council motion 10-A-358 to honour
Private Kevin McKay who was killed in Afghanistan on May 10th 2010 while serving with the
Canadian military. He had attended Eastview Secondary School in Barrie.
Based on the foregoing, staff are recommending the municipal addresses for properties within the
2010 annexed area be revised as listed in Appendix "B".
19. Where roads are renamed, the municipality must replace existing street signs at all road
intersections. The Operations Department has indicated planned replacement of all signs were
budgeted in the 2011 operating budget to ensure all street signs in the 2010 annexed area are
consistent with the City's sign standards. The road renaming will have no additional cost for
2011.
20. By-law 2004-147 requires every property owner to post their municipal property number to be
readily visible from the driveway connection at the road. The properties within the 2010 annexed
area are currently identified with a green sign at the driveway. When new numbers are assigned,
the owner will be advised to remove the existing signs and to provide new signs in compliance
with By-law 2004-1 47, at the owner's expense.The City of STAFF REPORT DCOO2-1 1

ALTERNATIVES
21. There are four alternatives available for consideration by General Committee:
Alternative #1 General Committee can delete any of the names being recommended to
be added to the list of potential road names if they believe the community
would not support such name for a road.
Alternative #2 General Committee can suggest other names to be researched by staff for
potential road names in Barrie.
Alternative #3 General Committee can choose a different name for the renaming of the
10th Line. A business owner on the 10th Line had suggested the road be
named after the Hughes family who had owned a farm on the 10th Line
where the horses were kept that pulled the wagon for the Formosa Spring
Brewery of Barrie in the late 1960's. (The brewery was bought by
Molson's and renamed Molson Brewery in 1974).
Alternative #4 General Committee can decide to supply and install the replacement
roadside green signs to display the new municipal numbers at an
estimated cost of $5,700 for 190 signs.
This alternative is not recommended as the City has traditionally declined
to reimburse property owners and business owners for costs associated
with the changes in municipal addresses. Should General Committee
decide to provide these signs, the costs would either have to displace
other work in staff's 2011 work plan, or the funds should be charged to the
Council contingency account for 2011.
FINANCIAL
22. The naming of a road is a legal process that includes filing documents at the Land Registry
Office. It is estimated to cost approximately $2,400 to register the four road names
recommended in this report. This is in addition to the staff time required to prepare and handle
the documents. Such minimal costs will be shared from the Planning Services and Building
Services operating accounts. The City of
