APPLICATIONS FOR AN OFFICIAL PLAN AMENDMENT AND A ZONING BY-LAW AMENDMENTS AND DRAFT PLAN OF SUBDIVISION - 320 AND 364 MAPLEVIEW DRIVE WEST AND 664, 674 AND 692 ESSA ROAD (PEARL BUILDERS) (WARD 7)
Simon Yee of IBI Group Inc. advised that the purpose of the Public Meeting is to review applications for Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision submitted by IBI Group on behalf of Pearl Builders for lands known municipally as 320 and 364 Mapleview Drive West and 664, 674 and 692 Essa Road.
Mr. Yee discussed slides concerning the following topics:
• An overview of the project team and its members;
• An aerial view of the site location, including total lot area and frontage;
• A map illustrating transit servicing and regional connectivity to the site;
• A summary of the 2020 development application and the feedback received;
• The development of a Master Plan with five principles to help guide the development;
• An overview of the proposed development’s Master Plan, including the total residential units, density, and building heights;
• Statistics for the North and South Blocks of the proposed development, including building heights, number of units, amenity spaces, and parking;
• Artistic renderings of the Townhouse Courtyard and Mapleview Drive West;
• An overview of the proposed Bear Creek Channel Corridor;
• The proposed development’s conformity with the City’s Official Plan, Zoning By-law, the 2020 Provincial Policy Statement, and Nottawasaga Valley Conservation Authority regulations;
• A summary of the development applications;
• An overview of the Draft Plan of Subdivision and associated phasing;
• The studies, reports, and drawings completed for the applications; and
• A summary of the overall vision for the proposed development.
Andrew Gameiro, Senior Planner, provided an updated concerning the status of the application. He advised that the primary planning and land use matters are currently being reviewed by the Technical Review Team. Mr. Gameiro discussed the anticipated timelines for the staff report regarding the proposed application.
VERBAL COMMENTS
Doug Lougheed, 33 Ellen Street, stated that the purpose of his comments is to bring historical perspective to the consideration of the subject property. Mr. Lougheed commented that he is a fifth generation descendent of an original Holly settler who owned property directly across the road from the subject lands. He noted that the Holly area was part of the former Township of Innisfil and was annexed into the City of Barrie in 1981.
Mr. Lougheed stated that the subject lands were originally farmed by George Dyer before his sons Elmer and Morley took it over and renamed the property ‘Elmor Farm’. He noted that Elmer married Gladys Srigley, who descended from originally Holly settlers, and farmed the property with Gladys and Morley until 1965, when the farm was sold to the Williams Family upon the death of Morley and the retirement of Elmer and Gladys.
Mr. Lougheed concluded by requesting that consideration be given to naming streets on the subject property in recognition and respect of the early settlers of the Holly area. He noted that Dyre is already a street in south Barrie and suggested that the following names be considered for street names within the proposed development: Elmor, Elmer, Morley or Gladys.
