READING OF THE REPRIMAND
The City Clerk pursuant to resolution 24-A-096, read the following reprimand on behalf of Members of Council, in accordance with the Council motion adopted to accept the recommendations of the Integrity Commissioner contained within her Investigation report #250923.
1. The Council of the City of Barrie is committed to respect for and adherence to the policies and by-laws of the? City, including the Council and Committee Code of Conduct. The Code requires that individual Members of Council and Committees requires that use of personal information from individuals obtained in their role as a Councillor or a Committee member shall not be used for any election purposes.
2. That in respect of the Code of Conduct complaint investigation report of the Integrity Commissioner #250923 dated September 20, 2024, this Council strongly condemns the actions of Councillor Clare Riepma for his contravention of sections 10.1, 10.3, 11.3, 12.1 and 12.2 of the Council and Committee member Code of Conduct and makes the following official statement:
a) That following an investigation of the Integrity Commissioner of the City of Barrie, the Member:
* was found to have used constituent's email information as part of a distribution list developed by him while in office as a member of Council for election activity purposes; and
* the constituents were not on an "unsubscribe" list or provided adequate notice to remove themselves from any distribution list in respect to election activity communication; and did not consent to receive emails for any other purpose than those for which they have originally contacted the member for or were contacted by the Member for.
3. That the investigation of the Integrity Commissioner found that the Member contravened the Council and Committee Code of Conduct by using email addresses obtained for City business in his capacity of Councillor as well as the use of his barrie.ca email address for election purposes, and
