Tim Salter of Salter Holdings Inc. property owner of 118 Athabaska Road provided an open delegation concerning a request for relief of the amount owing for the Water and Wastewater Bill for property located at 118 Athabaska Road. Mr. Salter advised that the tenants of 118 Athabaska Road had unpaid water and wastewater bills which has now become his responsibility as property owner to pay the outstanding balance on the account. He advised that recourse for property owners is limited under the Landlord Tenant Act related to the disconnection of water services. Mr. Salter felt that the City's process to notify property owners that their tenants are in arrears of their water and wastewater accounts was a lengthy process. Tim Salter of Salter Holdings Inc. property owner of 118 Athabaska Road provided an open delegation concerning a request for relief of the amount owing for the Water and Wastewater Bill for property located at 118 Athabaska Road.

Mr. Salter advised that the tenants of 118 Athabaska Road had unpaid water and wastewater bills which has now become his responsibility as property owner to pay the outstanding balance on the account. He advised that recourse for property owners is limited under the Landlord Tenant Act related to the disconnection of water services.

Mr. Salter felt that the City's process to notify property owners that their tenants are in arrears of their water and wastewater accounts was a lengthy process. He discussed the timelines for the disconnection of water and wastewater services at 118 Athabaska Road. He felt that that this slow response time to disconnect water and wastewater services was unacceptable and contributed to the large amount of balance owing. Mr. Salter noted that he does understand the City's current process as it relates to water and wastewater billing but that he felt the response time for disconnection of services is too long and that disconnection of services should commence at 60 days.

Mr. Salter advised that he has spoken to the tenants of 118 Athabaska Road regarding their outstanding balance on their water and wastewater bill and a small amount was paid towards the amount owing.

M. Gervais, Water Billing Analyst provided an overview of the City's process related to water and wastewater billing. C. Millar, Director of Finance and Treasurer commented that the City's current practice is to focus on water and wasterwater accounts with a delinquent balance greater than $250.00 for owners and tenants.
