PRESENTATION CONCERNING THE BLUE BOX TRANSITION AND SOLID WASTE COLLECTION CONTRACT
Sandy Coulter, Acting Associate Director of Waste Management and Environmental Sustainability, and Chris Marchant, Manager of Solid Waste Operations provided a presentation concerning the Blue Box Transition and Solid Waste Collection Contract.
Mr. Coulter and Mr. Marchant discussed slides concerning the following topics:
• The Province of Ontario’s enactment of the Resource Recovery and Circular Economy Act (RRCEA) and its requirement to develop a strategy for a Waste Free Ontario;
• An outline of the Circular Economy details and recommended municipal framework outlined to Council on May 25, 2020;
• Barrie’s Circular Economy Policy Framework approved by Council on March 22, 2021;
• The timelines associated with the Blue Box Program in order to be in compliance with the Ontario Regulation 391/21;
• A blue box transition comparison of eligible sources and non-eligible sources;
• A summary of Barrie’s blue box transition;
• An outline of the new solid waste collection contract effective May 1, 2024;
• The cart specifications including volume, size, and material stream for recyclable material, garbage, and organic waste;
• The key waste collection system changes under the manual collection between May 1, 2024 and September 7, 2025;
• The key waste collection system changes under the automatic collection effective September 8, 2025;
• Ongoing collaboration with the Finance and Access Barrie Departments for a successful roll-out of transitioned services and the factors influencing the costs;
• A chart illustrating the annual actual and forecasted solid waste collection costs between 2022 and 2027;
• The staffing requirements for the waste management collection system changes; and
• The next steps for the City’s waste collection.
