Title: APPLICATION FOR A ZONING BY-LAW AMENDMENT - MOFAN HOLDINGS INC. - 141-149 WELHAM ROAD K. Brislin, Senior Policy Planner provided an overview of Staff Report PLN003-12 regarding the Application for a Zoning By-law Amendment submitted by Mofan Holdings Inc. for 141-149 Welham Road. Ms. Brislin explained the types of uses permitted within an EM3 zoning category and outlined the rationale for the changes to the zoning categories implemented through By-law 2005-275. She observed that commercial uses are easier to site than industrial uses due to the greater number of zoning categories that permit commercial uses. Ms. Brislin noted that it is staff’s opinion that approving the zoning application will allow more commercially oriented, non-industrial uses to be developed in an area of lands which were intended for more traditional industrial uses, undermining By-law 2005-275. K. D. Vella, Innovative Planning Solutions, utilized an aerial photograph to describe the property and buildings currently located on the subject property.  Mr. Vella provided several photographs of existing businesses in the area.  He noted that the current uses have existed since 2001 and he stated that no comments or concerns from the neighbours and surrounding businesses were received at the public meeting.  In closing, Mr. Vella stated that he feels that the proposed development would not have a negative effect on the nature of the current businesses in the area.
 
The Committee members and members of Council in attendance asked a number of questions relating to the information provided and received responses from staff and the applicant.
