PRESENTATION CONCERNING THE CAPITAL PROJECT PRIORITIZATION AND THE 2023 TO 2032 CAPITAL PLAN
Rick Pews, Director of Corporate Facilities, and Kelly Oakley, Associate Director of Corporate Asset Management provided a presentation regarding the Capital Project Prioritization and the 2023-2032 Capital Plan.
Mr. Pews and Ms. Oakley discussed slides concerning the following topics:
• A risk-based prioritization framework for capital planning;
• A prioritization matrix illustrating the rating system for importance and urgency scales, and probability and consequence of failures;
• An overview of the beyond risk and criticality and other prioritization factors;
• A pie chart illustrating the percentages for the 2023-2027 requested and forecasted capital budget by asset class and investment area totaling $1.149 billion;
• List of major projects including infrastructure upgrades and expansions, infrastructure renewal, and facilities;
• A summary of the City’s infrastructure gap, implementation, and construction phases, and potential requests for funding and support; and
• The key pressures including the preparations for growth and facilitating phased development, economic conditions, project timing, financial constraints, level of service considerations, and timely property acquisition.
Members of the Committee asked a number of questions of City staff and received responses.
