DEPUTATION CONCERNING MOTION 23-G-005, SECOND REQUEST FOR TEMPORARY NOISE EXEMPTION AT 37 JOHNSON STREET, BARRIE FOR FRAM + SLOKKER (WARD 1) BY THE FOLLOWING:
1. Len Savella provided a deputation concerning the second request for a temporary noise exemption for 37 Johnson Street.
Mr. Savella advised that his property faces the backside of the development and that he strongly opposes the temporary noise exemption. He provided a brief background of the development opposed by the residents, and the application for Official Plan Amendment and Zoning By-law Amendment denied by Barrie City Council and then approved by the Local Planning Appeal Tribunal (LPAT).
Mr. Savella indicated that noise from the development has impacted his family's lifestyle and those of neighbouring properties. He explained that mature trees were removed from the property that could have helped buffer the noise.
Mr. Savella discussed concerns related to the location and elevation of parking lot, vehicle lights that shine into the homes on Campfire Court, the noise from the water pump continually running, construction work continuing past 5:00 p.m., and the increase in noise level as construction continues above grade level.
Mr. Savella also discussed concerns that the contractor has been using Campfire Court to park and unload construction vehicles, have left debris on roadway and fencing on curb of roadway. He explained that the property at 37 Johnson Street is located within a designated Quiet Zone and Barrie Manor Retirement Home is within close proximity to the development.
Mr. Savella expressed his strong opposition to the approval of a temporary noise exemption for the development at 37 Johnson Street and would prefer that construction did not continue into the evening. He provided the City Clerk with a petition signed by 37 residents in opposition to the temporary noise exemption.
