Title: CITY OF BARRIE MARINA BOAT SLIPS - DEPUTATION BY MR. BURNS Mr. Rod Burns provided a deputation in opposition to motion 12-G-055 concerning the City of Barrie Marina Boat Slips. He noted that he has had a boat slip in the City of Barrie Marina for ten years and was placed on the waiting list prior to obtaining the slip, as demand has always exceeded supply. Mr. Burns commented that the rates at the marina have consistently gone up by 3% each year and noted that he did not believe that property taxes and other recreational fees had increased by the same rate. Mr. Burns asked questions and provided his observations regarding the following matters related to the marina boat slips: a) The current turnover rate in marina slips; b) The status of the Waterfront and Marina Strategic Plan; c) The anticipated timing of staff reports and/or updates concerning the Waterfront and Marina Strategic Plan; d) The rationale associated with updates and/or reports being provided to the Transportation ...

He noted that he has had a boat slip in the City of Barrie Marina for ten years and was placed on the waiting list prior to obtaining the slip, as demand has always exceeded supply. a) The current turnover rate in marina slips;
b) The status of the Waterfront and Marina Strategic Plan;
c) The anticipated timing of staff reports and/or updates concerning the Waterfront and Marina Strategic Plan;
d) The rationale associated with updates and/or reports being provided to the Transportation and Economic Development Committee instead of the Community Services Committee;
e) The issue of subsidization of marina boat slip fees through property taxes;

Pursuant by By-law 90-01, as amended a motion to extend the deputation was adopted by City Council.

f) The rates and revenues related to the portion of the dock utilized for the Serendipity Princess; and

Pursuant by By-law 90-01, as amended a motion to extend the deputation was adopted by City Council.

g) Recreation facilities and programs being treated as a business instead of a service to the public, and the associated funding implications.

Mr. Burns requested that City Council allow staff to continue the master planning process and not look at the marina separately. Mr. Burns expressed concern regarding the bid system to assess the value of a boat slip. He stated that he does not agree with the perception that people who have boat slips are wealthy.
