Title: Darren Roskam provided a deputation to City Council in opposition to motion 12-G-333 concerning the City of Barrie Cultural Grants Program. Mr. Roskam congratulated Councillor Khan on his election as Ward 8 Councillor. He acknowledged the members of City Council who had addressed his concerns regarding the Cultural Grants Program. Mr. Roskam expressed concern regarding the issuance of previous individual artist grants, specifically related to the eligibility of individuals contracted by the City to receive cultural grants. He commented that he liked a number of the new provisions related to the eligibility criteria in the proposed recommendation, however, there were some he did not support. Mr. Roskam disagreed with comments made regarding an aspect of the rationale for the proposed changes to the program and stated that he believed the previous eligibility criteria made it possible for a jury to be compromised when making their decisions on the allocation of grants.
