Andrea Miller, Acting General Manager of Infrastructure and Growth Management provided background information concerning a presentation regarding an application for a supervised consumption site at 90 Mulcaster Street. Ms. Miller introduced Dr. Lisa Simon, Simcoe Muskoka District Health Unit, Matt Turner, Harm Reduction Coordinator, Gilbert Centre and Brent Tottie, Peer Advocate, The Lighthouse to provide the presentation.

Mr. Tottie discussed his life experiences concerning drug addiction.

Dr. Simon, Mr. Turner and Mr. Tottie discussed slides concerning the following topics:

* The request for endorsement of the application for a proposed Supervised Consumption Site (SCS) for Barrie;
* A chart illustrating the number of Crude Opioid Poisoning Emergency Visits from 2003 to 2018 in the City of Barrie, Simcoe Muskoka and Ontario;
* The benefits of a SCS;
* The stakeholders consultation that was undertaken in support of the application;
* A summary of the Consolation and Engagement Report, including benefits and concerns of a SCS and a service delivery model;
* Highlights of the Neighbourhood Meeting held on May 15, 2019;
* The Mitigation Strategies associated to the Simcoe Muskoka Opioid Strategy;
* The site selection process and key considerations associated with the selection of 90 Mulcaster Street;
* The Care Pathways that will be available at the SCS;
* A summary of the Care Pathways including treatment services and testing;
* The operations model of the proposed SCS;
* Letters of support for the SCS Application from local organizations and Service Partners; and
* The Vision Statement for the SCS in Barrie.

Members of the Committee asked a number of questions to the presenters and received responses.
