Evan Chen, Financial Systems and Process Analysis and Pippy Warburton, Consultant from AECOM provided a presentation reviewing the completed work of Phase 1 and to present the Work Plan for Phase 2 of the Stormwater Climate Action Fund.

 

Mr. Chen and Ms. Warburton discussed slides concerning the following topics:

 

                     The work done to date including the Stormwater Funding Study (2019) and the Asset Management Plan (2020);

                     The scope of work for Phase 2 of the Stormwater Climate Action Fund;

                     Definitions of Stormwater and impervious areas;

                     Stormwater issues in Barrie;

                     The Stormwater asset inventory and funding needs;

                     Conclusions of the City’s Stormwater Asset Management Plan;

                     The common billing unit methodologies;

                     A chart illustrating a comparison of Stormwater user fees across 16 Ontario municipalities;

                     The recommended funding model associated to the Stormwater rate structure and detached residential unit (DRU);

                     The charge based on impervious area measurements being fair and equitable;

                     Examples of DRU;

                     Options for credit and/or incentive programs for residents

                     Benefits of a credit program; and

                     The next steps and timelines for the Stormwater Climate Action Fund.

 

Members of Council asked a number questions to Mr. Chen and Ms. Warburton and City staff and received responses.
