She stated that she observed City Council’s decision making process and the responsibility that accompanies the decisions. Rebekah commented that she learned the importance of voting in order to have her voice represented. She noted the amount of discussion that goes into decision making.
Jason Gringrich thanked City Council for the opportunity to participate in the Student Mayor Program. He noted that his experience provided him with a satisfying taste of municipal politics and the confidence he needs to pursue his dream of becoming Mayor. Jason commented that he enjoyed visiting some of the City facilities and believes that the City uses its resources efficiently. He observed that being Mayor in ten years is now more important to him than being a Member of Parliament.

He noted that City staff made considerable efforts in completing the construction and the commissioning the Water Pollution Control Centre. Sandra Brunet, Manager of Water Operations thanked City Council for recognizing the efforts of staff noting it was a team effort. John Thompson, Director of Environmental Services expressed his appreciation to staff in all departments involved for their efforts.

Joanna McEwen and Paul Marshall of an Oro-Medonte History Association Ad-Hoc Committee provided a presentation regarding the proposed Legacy Projects - War of 1812/1814. Mr. Marshall noted that Plan No. 1 registered in the Land Registry Office for Simcoe County is the Plan for the Village of Kempenfel(d)t registered in 1811. He displayed a copy of the Plan noting a number of the streets. Ms. McEwen noted that Plan No. 1 is the oldest subdivision in Simcoe County and provided historical information regarding the area. She described the legacy project and highlighted similar projects in other municipalities. Ms. McEwen explained that the proposed project includes the installation of street signage to identify the historic role of the Village of Kempenfel(d)t, Penetanguishene Road and Yonge Street. She requested that City Council consider the proposal and partner with the Township of Oro-Medonte and the County of Simcoe to implement the project.

Fire Chief John Lynn provided a presentation regarding the Barrie Fire and Emergency Service’s 2011 Annual Report. Chief Lynn outlined the various branches of the Barrie Fire and Emergency Service and noted the three levels of defence utilized by the Fire Department. He compared the number of total incidents to the total number of apparatus response for the past five years. Chief Lynn provided the breakdown of the 2011 incidents by type. He highlighted the results of the five year average for the 6 minute road response and the 10 firefighters on the scene in 10 minutes response. Chief Lynn reviewed the communications revenue for the past five years. He related to the provision of dispatcher services to other municipalities and compared the City’s operating costs with the comparator municipalities as provided by the Ontario Municipal Benchmarking Initiative’s (OMBI) statistics.
