The Committee discussed referred motion 25-G-123 regarding the implementation of no-parking signs on Greer Street.
Bryan Flannery spoke on behalf of himself and the majority of residents on Greer Street, discussing the background and current situation regarding the no-parking signs installed on Greer Street. Mr. Flannery identified their concerns, namely the impacts on the neighbourhood, as Greer Street is a high-density residential street with townhomes, single-car driveways, and garages, and has no overflow parking. He also advised that there is limited parking on adjacent streets. He commented that there was no notification from the developer when he purchased his home that Greer Street is a minor collector street, and no on-street parking would be allowed, nor from the City until the signs were erected. Mr. Flannery stated that their preferred option is to keep Greer Street as is, allowing on-street parking.
The Committee asked Mr. Flannery and City staff several questions and received responses.

The Committee reviewed correspondence from Donna Dellio regarding ongoing parking issues in Ward 1 and recommendations for the Committee's consideration.
The Committee discussed the current overflow on-street parking issues in Ward 1, from rental houses and second suites in single-family homes, as well as apartment residents preferring on-street parking over apartment parking, and buildings with multiple units having limited visitor parking spots.
Members of the Committee discussed Ms. Dellio’s recommendations and agreed to consider her recommendations when making final recommendations to City Council. | | |

The Committee discussed items and ideas to address parking issues throughout the City, and possible recommendations to improve on-street parking including:
· Addressing parking issues with new developments;
· Construction plan to provide transparency for residents, parking of construction vehicles and trade personnel vehicles;
· Possibility of trade parking only;
· Parking taking effect at time of occupancy;
· Transparency to homebuyers concerning on-street parking regulations (for example, minor or major collector);
· Requirement of a one vehicle driveway and garage plus wall-to-ceiling storage availability;
· Restrict overnight parking all year round;
· Overnight and daytime permit system; and
