Ms. Miller introduced Dr. Lisa Simon, Simcoe Muskoka District Health Unit, Matt Turner, Harm Reduction Coordinator, Gilbert Centre and Brent Tottie, Peer Advocate, The Lighthouse to provide the presentation. Mr. Tottie discussed his life experiences concerning drug addiction. That the City of Barrie Development Charge Background Study dated April 17, 2019 for the Citywide and Area Specific Development Charges by-law, be approved under Section 10 of the Development Charges Act, 1997 and the Background Study dated May 31, 2019 and attached as Appendix “A” to the memorandum dated June 12, 2019. 2.
